If I use a PvP-only character and equip Charm Animal is it possible to get a pet that is not level 20?

I don't believe so, no. You'll always have a level 20 Elder Wolf.

Can't you cap a lvl 5-15 pne in the menagerie?

Yes, you can cap a low level pet in the menagerie. You can release your wolf at Emryd the Tamer.
